months ago this week, a top to bottom overhaul of u.s. health care, an overhaul that presidents dating back to teddy roosevelt have contemplated, debated, or attempted. six months ago, it was sign into law by president obama. today as you may have seen live here on cnn, the president talking about provisions of that law that come into force this week. this is the first of that health care bill. it's what the white house calls a patients' bill of rights. he's just about the only democrat who is going to use health and reform in the same sentence because the reason has to do with the calendar. we're 40 days away from the elections where every single house seat and 37 senate seats are up for grabs. voters are split to say the least. 40% of americans favor reform, 56% oppose it. there are some tricks to that poll because the 56% oppose, some oppose because it didn't go far enough. most say it's too liberal, but a sizable chunk says it doesn't go far enough. when we ask which party can handle the issue better, it's a dead heat. all of this forms a backdrop to the president's visit to a fami

"the rachel maddow show" starts right now. >>> today in the united states senate, language in the defense authorization bill that would let the military "don't ask, don't tell" fell to defeat. senate republicans, in fact, took the historic step of filibustering the entire defense authorization bill in order to maintain the "don't ask, don't tell" policy. they would not even allow debate on the defense bill because it included that language to let the military repeal its own policy on keeping gay people out of the military. and so we don't have a bill to fund the military this year. at least so far. and the "don't ask, don't tell" policy lives. what happens next? well, here is a clue. when i interviewed vice president joe biden less than a week ago, i asked him why if the administration was so opposed to "don't ask, don't tell," why were they still implementing it? why were they still discharging openly gay members of the u.s. military now that

the counterterrorism pursuit teams. a u.n. official describes them to us as elite forces saying, quote, these are some of the finest afghan fighting forces. they made a major contribution to security there. a pentagon source says there is a level of cooperation between these units and u.s. military forces in that area. he says at a minimum, knowing what units are doing when and where so you don't have friendly firing mistakings. n a former senior official says the units were formed eight years ago, focusing on afghanistan. he said the cia is recruiting people to blend in to afghan's society and do clandestine missions but started to do missions over the border in pakistan. he said that area is tribal and afghans can easily cross back and forth over the border in pakistan. >> what is the risk now that they've been exposed? >> just today, the pakistani spokesman said, quote, we don't have reports of foreign troops operating inside our border, but should it happen, our troops will fire on them. a former counterterrorism official says, you know, one of the afghan force's missions has been to pursue intell
